Professional Background 

Serigne Dioum is a seasoned telecommunications and financial technology executive with over two decades of experience driving innovation across mobile and digital ecosystems in Africa. He currently serves as Chief Executive Officer for MTN Group Fintech, a position he has held since January 2023, where he leads the strategic development and expansion of MTN’s mobile financial services and digital payments portfolio across its markets. 

Serigne joined MTN in 2013 and has played a pivotal role in building MTN Mobile Money (MoMo) into one of the continent’s leading financial inclusion platforms. As the Group Executive for Mobile Financial Services prior to his current role, he was instrumental in scaling MoMo’s reach and advancing the Group’s fintech strategy to empower individuals and small businesses through digital financial solutions. 

Before joining MTN, Serigne gained extensive experience in telecommunications and financial systems development, combining deep technical expertise with strategic leadership across emerging markets. His work continues to focus on expanding digital access, accelerating financial inclusion, and strengthening MTN’s position as a key player in Africa’s evolving fintech landscape. 

He also serves as a director on several Boards within the MTN Group, contributing to the governance and strategic oversight of the company’s fintech and digital businesses. 

Qualifications 

Serigne holds a Master’s degree in Telecommunications and Computing Systems from Telecom Bretagne, France; and an Engineering degree in Communication Systems from Eurecom Institute, Sophia Antipolis, France. His academic background combines advanced technical training in networks, mobile technology, multimedia, and communications.
